An FOI audit in California found public records law violations at each of 31 state agencies surveyed, including unreasonable delays in providing information and charging illegal fees for copies. Californians Aware, which conducted the audit, said 18 of the 31 agencies had so many violations they earned a failing grade. (3/15/06)
