California has sued the Bush Administration claiming that it is withholding at least 142 documents critical to its efforts to reduce automobile emissions. The federal government has preempted the state’s rules regulating emissions. The state wants to know what influence automakers had; the Office of Management and Budget claims the records are “deliberative” interagency communications exempt from FOIA. (4/17/07)
