Canada’s spymaster, in comments that might resonate across the border, warned that excessive government secrecy inevitably plays into the hands of terrorists. The response to the terrorist threat, said Jim Judd, director of the Canadian Security Intelligence Service, should be carefully calibrated to protect the interests of the nation and its citizens “while containing an often natural disposition to giving in to fear and panic.”
