The CIA acknowledged the existence of two documents that shaped the interrogation and detention of suspected terrorists. One is a presidential authorization for detention facilities outside the country; the other a Justice Department legal analysis of interrogation methods. The agency revealed the nature of the documents, but not their contents, in a letter to the American Civil Liberties Union, which has sued to obtain records related to detention policies.
