Citing “resource constraints,” the CIA said its declassification of historic documents is likely to slow and decisions not to release records increase. In a new declassification plan revealed by Secrecy News, the agency says that many documents more than 25 years old are still in use, and therefore not subject to automatic declassification. It also said the cost of line by line redactions is forcing it toward use of a document-level pass-fail system.   (11/30/07)
