CIA Director Michael V. Hayden, under a congressional mandate, released a redacted executive summary of a classified Inspector General’s report given to congressional intelligence committees. The report is critical of the agency performance leading up to 9/11. Hayden made it clear his choice would have been to keep the document classified. It says “the agency and its officers did not discharge their responsibilities in a satisfactory manner” and suggests creation of a board to assess accountability. But it also said there is no evidence of misconduct. (8/22/07)
