A federal judge in New York said the CIA improperly withheld files on the treatment of prisoners in Iraq that were sought by the American Civil Liberties Union. Judge Alvin K. Hellerstein said the agency failed to follow procedures set out in the Freedom of Information Act dealing with such information. (2/3/05)
