Citing 9/11, City Denies Access to Building Plans, Even for Homes

Honolulu’s building department has restricted access to plans filed with city, even those of private homes, citing national security concerns. The city says it disagrees with an opinion issued in June by the state’s Office of Information Practices which said the records are public. “I think the OIP is a little out of tune with the times,” said Eric Crispin, director of the city Department of Planning and Permitting. Crispin said his department does not yet have an opinion on the matter from the city’s legal counsel but preferred to err on the side of caution. (11/7/04)
