Coming to the Internet, an Encyclopedia of Leaks

Asserting that leaking of government information “is the most cost effective means of promoting good government” around the world, a new, Internet enterprise called Wikileaks has been launched to encourage more leaks. It promises to be a vehicle for “untraceable mass document leaking and analysis, ” and says that its focus will be on China, Russia, central Eurasia, the Middle East and sub-Saharan Africa, “but we also expect to be of assistance to those in the West who wish to reveal unethical behavior in their own governments and corporations.” The effort is funded by a group of technologists and Chinese dissidents.
