Commerce Rejects FOIA Request for Controversial Chip Design Report

The Commerce Department rejected a Freedom of Information Act request for a report on outsourcing of semiconductor chip design to Asian firms, a report compiled at the urging of Congress to assess the impact on skilled engineering jobs in the U.S. A newsletter, Manufacturing & Technology News, obtained the report from congressional sources after the FOIA request was rejected. It says the number of offshore engineers hired U.S. chip makers has risen by more than 10,000 between 2000 and 2003 while U.S. employment of engineersdropped 4,000. (7/25/06)
