Congress approved legislation requiring public disclosure of the total national intelligence budget for the first time. The mandate is in a bill implementing recommendations of the 9/11 Commission, which passed both houses by large margins. A compromise provision in the bill would allow the next president to waive disclosure if it is determined that release of the information proves harmful to national security. (7/28/07)
