In a new report, the Congressional Research Service analyses the Protect America Act, adopted to clarify the administration’s authority to conduct electronic surveillance, and shows how that authority is still unclear and subject to varying interpretations. Secrecy News comments that the section by section review shows the law “ bears the hallmarks of its hasty, poorly considered origins.” (8/29/07)
