The director of the Congressional Research Service has prohibited public distribution of CRS reports to “non-congressionals” unless approved in advance by a senior agency official. Agency analysts are privately calling the order “managerial dementia,” according to Secrecy News, which noted that the highly valued reports have long been leaked through informal backchannels.
