The director of the Congressional Research Service has prohibited public distribution of CRS reports to “non-congressionals” unless approved in advance by a senior agency official. Agency analysts are privately calling the order “managerial dementia,” according to Secrecy News, which noted that the highly valued reports have long been leaked through informal backchannels. Another said the ban indicated “an organization in freefall.” (3/22/07)
