A Superior Court Judge in Connecticut said that the health maintenance organizations that manage the state’s Medicaid program must make public the rates they pay providers. The HMOs contended the payment information is proprietary. But the court said the HMOs are acting in place of the state and as a result the information falls under the state’s open records laws. (12/2/06)
