There has been a dramatic turnaround in the openness of the court system in Connecticut in the past year, reports Chris Powell, managing editor of the Journal Inquirer in Manchester. He noted that a new chief justice has moved forward with many reforms in advance of legislation, including elimination of secret cases, unsealing of old closed cases, standardization of many court procedures, and liberalizing of broadcast restrictions.
