Connecticut’s Office of State Ethics and the Citizen’s Ethics Advisory Board violated the state public records law when they refused to release records on the job performance of the state’s ethics director, the state’s Freedom of Information Commission ruled. The commission had previously ordered the records released to a Hartford Courant reporter after a four month delay. The reporter then asked for a specific ruling on the legality of the withholding.
