A California councilman appears to encourage stonewalling information requests from a reporter. In his e-mail to the city manager, Temecula Councilman Ron Roberts suggests using snail mail to maximize the response time for a request, saying “Now that would really slow him down.” The Press-Enterprise obtained the e-mail through a public records request.
