CRS: Patriot Bill Add-ons "May Prove Controversial"

A Congressional Research Service analysis of the USA Patriot Act reauthorization bill reported out of conference raises a number of questions about new measures written into Title V that were in neither the original Senate or House versions – and have no relation to the original Patriot provisions that are expiring. Many of the provisions in tucked into Section V of the reauthorization legislation “may prove controversial, ” CRS says, citing “ habeas amendments in the case of state death row inmates, adjustments in the role of the Office of Intelligence Policy, review in the FISA process, and the new Secret Service offenses with unstated constitutional foundations.” (1/27/06)
