Delaware’s Attorney General told the town of Milton it violated the state’s open meetings law when it held serial discussions to negotiate the privatization the wastewater treatment system. Council members met unannounced in less-than-a-quorum groups with prospective utility providers, then called a vaguely referenced special meeting to vote for privatization and enter into negotiations with one firm.
