It took two months, but the San Diego Union-Tribune finally obtained an electronic version of the city’s list of more than a half-million delinquent debtors. The paper’s sidebar on problems getting the data helped explain the high number, including repeat debtors listed in different ways, and many telling the paper, when called, that they had never been contacted about being delinquent on payments.
