The Department of Homeland Security has decided federal government’s open meetings law, the Federal Advisory Committee Act, extends beyond the participants. DHS says the name of everyone who RSVPs must be published under the law. But the Center for Democracy and Technology and other critics say this is a purposeful misinterpretation designed to have a “chilling effect” on attendance. (12/6/05)
