A federal judge granted a fee waiver to a nonprofit environmental group seeking National Park Service records on its contracts with bioprospecting companies. District Judge John D. Bates said the Edmonds Institute qualifies for a “public interest” waiver because it plans to share the information with the public. The judge said it was not within the agency’s purview to evaluate the quality of the nonprofit’s communications efforts. (11/16/06)
