Congress put a mandate to the Environmental Protection Agency in the 20908 appropriations bill, telling it to reopen the network of EPA libraries it had closed in what it said was a cost cutting move over the past year. EPA claimed the closings had no impact on access to its environmental and scientific collections. (1/3/08)
