The Environmental Protection Agency began closing down its libraries even though the budget cuts allegedly forcing the action had not been acted on, the Society of Environmental Journalists reports. The EPA claims the library closures will have little to no impact because materials will be availale online. But Deputy EPA Administrator Marcus Peacock has offered no time table or budget for digitizing paper documents. (10/5/06)
