The Department of Defense, which asked Congress to exempt the operational files of its Defense Intelligence Agency from FOIA four years ago, is trying again with a provision it is asking Congress to include in the new appropriation bill. If approved, the exemption would strip from the public record a broad range of information including assessments of human rights abuses and historical military records. (5/3/05)
