Perhaps the FBI should start offering rewards to anyone providing information leading to the location of its public records. Cox Newspapers reported that the agency last year told about two-thirds of the people who filed Freedom of Information requests that they had no such records, “that we can find.” The problem: 91 million paper records and an outdated computer system that works, sort of, as an index card file.
