When the Virginia Department of Game and Inland Fisheries closed the fish hatchery near their farm, Lee and Paulette Albright wanted to know why. The “budget crisis” response they got didn’t make sense, so they began filing freedom of information requests on agency expenses. The records they obtained showed a different sort of budget problem — questionable expenses, including an African safari and the purchase of high-end shotguns. The revelations led to the departure of the agency’s director and its board chairman. (1/3/06)
