Using the Freedom of Information Act, the American Civil Liberties Union obtained 515 claims filed by Iraqi civilians against the Army, most from 2005. The documents reflect personal family loss, and denials of compensation for mostly technical reasons, that may help explain the anger that many Iraqis express toward the United States, rather than gratitude for toppling Saddam Hussein, the Baltimore Sun reported.
