The Coalition has developed two new reports, one providing a detailed look at the government-wide performance of federal agencies in handling FOIA requests and the other a statistical review of FOIA litigation over the past six years. The first shows FOIA use topped four million requests in fiscal 2004, and that the departments and agencies fell even further behind in responding to requests.
