Is federal government secrecy so over the top it has become dysfunctional? Yes, writes a former FBI intelligence official, M.E. Bowman, in a recent issue of the Intelligencer, published by the Association of Former Intelligence Officers and now posted by Secrecy News. “We must update our philosophies of access and control” of information and change the guidelines that restrict access to information, Bowman says.
