A Superior Court judge rebuked the Hoboken Municipal Hospital Authority for its “pattern of conduct” in avoiding public meetings and records requirements in its efforts to gain underwriting for a $52 million medical center. The court ruled in a suit brought against the authority by city Councilwoman Beth Mason who said it had failed to provide proper notice, closed two meetings and then refused to provide records of the meetings.
