A Circuit Judge in Honolulu has told the city council in a declaratory decree that members cannot hold private one-on-one discussions about city business. But council members said they disagreed with the ruling and are convinced the state’s Sunshine Law was not intended “ban Council members ever talking to each other.” (1/30/06)
