The House passed a bill that directs the National Institutes of Health to provide online access to agency-funded research findings within the first year of their publication in peer-reviewed journals. Under existing NIH policy, only about five percent of the funded research has been posted, according to the Scholarly Publishing and Academic Resources Coalition, which supported the measure contained in an education appropriations bill.
