NOAA Administrator Conrad C. Lautenbacher Jr. said in an interagency e-mail that the agency blocked July publication of an article on the relationship between hurricanes and climate change because it offered “no new science,” not because the findings might hurt the case for Bush Administration policies. The article was finally published in last September. (10/5/06)
