California Rep. Zoe Lofgren has filed a bill, HB 4094, that would require states to use independent commissions to redraw congressional districts after each census. It would also prohibit states from redrawing congressional lines more than once a decade. The bill would require all meetings of the commission to be open but it is silent on whether the records of the commission, including data used in developing new boundary lines, will be made available to the public on request.
