The new Congress has put a bit of transparency in the intelligence budgeting process, Secrecy News notes, with the result that congressional earmarks are now disclosed. The report to the House on the 2008 Intelligence Authorization Act shows more than two dozen earmarks from 11 representatives totaling $100 million. (Pages 50-51) Rep. John Murtha, D-PA, earmarked three projects totaling $25 million; and Reps. C.A. Ruppersburger, D-CA, and Robert Cramer, D-AL, had 3 and 6 adding to $17 million each. (5/11/07)
