California’s Third District Court of Appeal held that an investigator’s report on allegations of verbal abuse and sexual harassment involving a former school superintendent were public record. The court said access to the information was a constitutional right of Californians, who “have a strong interest in knowing how government officials conduct public business, particularly when allegations of malfeasance by public officers are raised.” (10/3/06)
