The Hoboken, N.J. city council decided it needed to do something about expensive, if occasional, public records requests and passed an ordinance providing for special fees of $32 an hour for what the city attorney described as particularly difficult searches. He cited a request for 1970 records that sent clerks to the city hall attic. (12-23-04)
