A Circuit judge in Virginia ordered the city of Chesapeake to turn over to the Virginian-Pilot records on property damage and other liability claims that had been filed against the city.  The city argued that  privacy rights kept it from disclosing the names of those who filed claims against the city. The judge also said the town’s attempt to charge the newspaper $178.53 for the records was improper. (11/27/07)
