District of Columbia Superior Court Judge Geoffrey M. Alprin told the city that its investigative records on deaths at city-contracted groups for the mentally retarded are “reports to the public” and should be made available to the media and other interested parties with only the names of the deceased kept confidential. The city had given heavily redacted copies to the Washington Post. (9/6/06)
