The Department of Justice has decided to appeal a federal district court ruling that orders the National Reconnaissance Office to release its unclassified budget documents in response to a FOIA request from the Federation of American Scientists. The NRO initially said it would comply with the July 24 order, until Justice intervened. (9/22/06)
