A lower court judge in Tennessee said that records of legislators are not covered by the state’s open records law. The ruling came in response to a records involving alleged sexual misconduct by lawmakers and staff. An appellate court ruled two years ago that legislators were not subject to the state’s law on open meetings. (1/5/04)
