West Virginia University completed its investigation of the activities of one of its students caught spying on a Marshall University spring football practice while driving a WVU athletic department car, but it’s keeping all the information gathered in a very tight huddle. The WVU administration says the federal student privacy law and a state law on “internal memoranda” exempt its report from the public record. (5/16/06)
