Lisi v. Susquehanna Regional Police Department

Background: On February 2, 2026, LNP | LancasterOnline reporter Tom Lisi filed a request under Pennsylvania’s Right to Know Law seeking some of the reimbursement requests that the Susquehanna Regional Police Department has filed through its partnership with U.S. Immigration and Customs Enforcement.  

After Lisi didn’t receive a response from the police department, he appealed to the Office of Open Records as a “deemed denial.” The department didn’t respond or participate in the OOR proceedings. On March 25, 2026, the OOR sided with Lisi, ordering the department to turn over the requested records within 30 days. 

Thirty days passed, and the police department neither provided the records nor appealed the OOR’s final determination by the deadline. On behalf of Lisi and LNP | LancasterOnline, Reporters Committee Pennsylvania-based attorney Paula Knudsen Burke filed this complaint, which asks the Lancaster County Court of Common Pleas to order the police department to release the records.
