Background: In June 2025, the Reporters Committee for Freedom of the Press submitted Freedom of Information Act requests to the U.S. Department of the Army and U.S. Northern Command seeking records concerning First Amendment-related training provided to Marines and California National Guard Soldiers before their deployment to the Los Angeles area to quell protests against the federal government’s immigration crackdown. 

Neither the Army nor NORTHCOM provided records in response to the requests, prompting the Reporters Committee to file this lawsuit alleging FOIA violations.
