Teacher contracts in many districts in Ohio are written to prevent parents and other citizens from learning about misconduct, often in a manner that violates current state law, the Columbus Dispatch reported. It said some union contracts give teachers the right to impose obstacles to public disclosure, to purge negative information and to seal information in off-the-record files. (11/12/07)
