Markle Foundation Urges Risk Management Approach to Information Sharing

The Markle Foundation issued a report highly critical of federal intelligence agencies for failing to share the right information with the right people at the right time. Too many agencies, the report said, still follow outdated guidelines and cling to the old ways of doing things, procedures that put a premium on non-disclosure of data. The report recommends taking a risk management approach that balances the risk of withholding information with the consequences of not sharing it. (7/13/06)
