When the Massachusetts House began debate on the state’s $26.9 billion budget, those watching the public webcast or sitting in the gallery didn’t see much happening. The real action was taking place in an adjoining room that was closed to the public. There, lawmakers decided what to do with the 1,400 amendments, many providing funding for pet projects, in the end adding $175 million. (4/30/07)
