The mayor of Loudon County, TN, has taken to swatting at gadflys. In response to activist requests for copies of public records, he’s requiring all records requests be in writing and imposing a $25, upfront and nonrefundable fee, plus an additional $25 if the search takes more than an hour, and 25 cents a page for copies.
