The National Archives and Records Administration released a new regulation on records declassification that might have slowed, if not stopped, the recently discovered secret removal and reclassification of some 55,000 pages of previously declassified historical records. The new rule, which goes into effect April 24, requires an agency that wishes to reclassify material to submit a written request that identifies the records involved and provide both an explanation and cite the executive order provision that provide authority for the action.
